The Frank W. Campbell Award is presented annually by the Postal History Society of Canada (PHSC) to the member who has written the most significant work on Canadian postal history. The literary piece can be published anywhere except in the PHSC Journal.

For 2003, the committee has deemed the award should go jointly to Dr. Donald W. Thompson and Dr. Norman E. Wagner, both of Calgary, for their exceptional publication Emerging Saskatchewan, The Postal History of Territorial Assiniboia, 1882 - 1905.

Mr. Bill Pawluk, a Director of PHSC and the Program Chairman of the BNAPS Calgary Regional Group, presented the award to the two recipients at the May 12th meeting of the Group.
